The Aesir gods had the Nine Realms on a tight leash during their reign and the All-Father had nefarious intentions rather than enforcing peace. Great power can be easily taken for granted and the Aesir gods are more like a mafia than they are a family.
One Aesir God Could Have Ended the Conflict Early in the God of War Series

Kratos traveled to the Norse lands after he destroyed Greece and hoped to live in isolation until new problems came his way. The Ghost of Sparta encountered the Aesir Gods seeking something he did not possess and was caught in the middle of the family drama. Fans believed that the God of Thunder could defeat his father but was too scared to make a move.
Thor was a threat to the Nine Realms and was known as his father’s enforcer along with his kin. The All-Father is ruthless and will kill without hesitation andfans began to theorize it was Odin who punished Modifor Magni’s death in the first part of the Norse Saga.
DuringRagnarok, Kratos had the opportunity to get through Thor and once he realized it was not too late to change and stand up against his father, Odin killed him which is a display of a lack of compassion for the family. The All-Father kept an even tighter leash on his family since they were a threat.

The All-Father may appear like a fragile old man but can pack a serious punch. He waited for his son to drop his hammer and took the opportunity to take him out before the Thunder God could rebel.

Family means little to men with greater ambition. Rather than being respected and loved, the All-Father was feared by the Nine Realms and his family.

The God of Thunder could have been a useful ally against the All-Father but did not get the chance to fight back. Odin saw his son as a threat and removed him out of the equation as he did with Tyr.
Cruelty runs in the family but Kratos chose to be a better example for Atreus. The Aesir could have been enforcers of peace and harmony. Kratos connected with the Aesir because he came from a family like that once. Perhaps things could have been different if they were raised properly.
