During the “Delivering Devils” quest, Percival makes acrucial discovery, linking theTau Ceti’s Terrormorphto those in Loniduim, suggesting that the species has not been entirely contained.

Recognizing the looming threat of alarge-scale Terrormorph attack, Hadrian proposes consulting the Cabinet inNew Atlantis. However, while you are in discussion with the Cabinet, aswarm of Terrormorphs launch an attackon the New Atlantis spaceport. You coordinate with the UC military toeliminate the creaturesand provide the Cabinet withsubstantial evidenceregarding apotential Terrormorph-led apocalypse.
Starting The Quest
To start theEyewitness quest, approach Hadrian outside theMAST inNew Atlantis. She will state that the Cabinet is currently reviewing theTau Ceti Terrormorph data. Hadrian will further disclose her relationship with theUnited Colonies. You will learn that she is actually acloneof a person calledFrancois Sanon, a formerFlight Admiralof the UC during theColony War.
Hadrian will mention thatFrancois Sanon, her father, caused many deaths across the UC andFreestar Collective, which is primarily the reason why both factions aren’t on good terms today, and that her father wasexecuted by UC for his crimes.
Before meeting the Cabinet, you canexplore the available dialogue optionswith Hadrian to learn more about her connection with the UC and Francois Sanon.
Proceed To The Cabinet Chambers
After conversing with Hadrian, make your way to theMAST buildingand take the elevator to theCabinet Chambers/Interstellar Affairs. Accompany Hadrian to meet with the Cabinet members. The Cabinet President,Abello, will praise your valiant efforts in collecting the Terrormorph sample. She will also express that theUC Xenowarfare’s Terrormorph data is sensitiveand cannot be shared with just anyone. You’ll learn that access to theArmistice Archivesis only possible upon the agreement of all three signatories -UC, Freestar Collective, and House Va’ruun. The President will inquire as towhy this data is so important to you.
Upon sharing your intentions of preventing a potentialTerrormorph apocalypse, a Cabinet member, Yasin, will argue thatindividualTerrormorph attackskeep happeningacross the Settled Systems, which doesn’t warrant the need for sharing the banned Terrormorph data. Yasin will also argue that it could be apotential power grabby Hadrian and her associates. In return, Hadrian will emphasize the extent of damage that could ensue if similar recurring Terrormorph attacks aren’t prevented, which will inevitably force the UC to take action.
Weighing both sides of the argument,the Presidentwill state that the reasons on the table aren’t currently strong enough to release the secret Terrormorph data. Given the current circumstances,The President will ask that you share your opinionon whether the Armistice Archives data should be disclosed at this point in time. Regardless of the option you choose, you’ll eventually need toprocure more evidence to substantiate your claimof increasing Terrormorph attacks across the Settled Systems.

Defeat The Terrormorph At The Spaceport
As you conclude the discussion with the Cabinet at theMAST, the building goes under lockdown, and you learn that there has been aTerrormorph attackat thespaceport.President Abellowill request you andHadrianto assist the military in eliminating theTerrormorphthat has attackedNew Atlantis.
Take the elevator to theNAT stationwhere you’ll find some civilians under thepsychic influenceof Terrormorphs, attacking UC security personnel. You’ll need toincapacitate the civiliansbefore speaking to a UC security personnel to assess the situation.Hadrianwill explain that killing the Terrormorph will release its influence on people. However, she’ll caution you to use onlyEM weaponswhen engaging hypnotized civilians.
After assessing the situation at theNAT station, take the train to theSpaceportand assist the UC security in neutralizing theTerrormorph. The creature has amassive health pool, and you’ll need to deal heavy damage to eliminate it. Once you’ve defeated the Terrormorph, speak to the UC security officer to learn that his team haslocked down the remaining creatures on the landing padand requires assistance to keep them under control. Before proceeding with the objective, considerstocking up on ammo andaid items. You can now proceed to support the UC military. Optionally,you can request the Fireteam squad to assist youin taking out the remaining Terrormorphs at the landing pad.
Eliminate The Terromorphs
Follow the quest marker to reach the landing pad, where you’ll need toeliminate two Terrormorphs. Consider usinglong-rangeandhigh-damage weaponslike Snipersto dispatch these creatures quickly and safely. If a Terrormorph attempts to control your mind, you’ll experienceblurry visionand hear unsettling sounds, but these effects willsubside shortly.
Once you’ve eliminated both Terrormorphs, return toSergeant Yumiand share the success story.
Report To President Abello At The MAST
You are now required to visit theCabinet Chamberand speak toPresident Abello. Having understood the extent of theTerrormorphs' threat, the President willapologize for misunderstanding your request. She will also validate your request to access theArmistice Archivesandreinstate Hadrianto the rank ofMajor.
President Abellowill instruct Hadrian to investigate the Terrormorph data once she receives it and formulate a strategy to put an end to the recurring Terrormorph attacks. On the other hand,your responsibility includes playing the role of a diplomatand convincing theFreestar CollectiveandHouse Va’ruunto agree to share theTerrormorph archival data.
