There are villains in One Piece who earn your respect even when you disagree with them, and then there is Spandam, who makes your blood boil every time he appears on the screen. Few characters in the series have stirred the kind of visceral frustration that Spandam has in me.
In the Enies Lobby arc, Spandam foolishly activatedthe Buster Callbecause of his blind ambition to rise through the ranks for the capture of Nico Robin. He pushed the button like a child playing with a toy and grinned like he had done something brilliant while putting everybody, including his own men, at risk.

Spandam is the opposite of everything admirable, a weak man who uses his authority to oppress the weak and the strong alike by hiding behind the authority of the world government.
9Orochi Kurozumi
The Puppet Daimyo
Orochi manipulated and killed to become the Daimyo of Wano, all under the guise of avenging the Kurozumi name. Rightly so, the backstory of Orochi was tragic, but it did not justify the cruelty he unleashed on Wano.
He humiliated and executed Kozuki Oden, the previous Daimyo of Wano. His alliance with Kaido made him believe that he mattered more than he did, and he destroyed and poisoned the once prosperousland of Wano.

Orochi is a representation of everything despicable about a terrible ruler: cruelty, greed, and insecurity. Even when he died during the Onigashima raid, the stench of the damage he had done still remained.
A Sweet Commander Of The Big Mom Pirates
Prospero would have just been another insufferable antagonist hiding behind Big Mom’s authority. However, what sealed his place in my death note was the role he played in Pedro’s death.
The most painful aspect of Pedro’s sacrifice was that Prospero survived, but the mink warrior died. In the Whole Cake Island arc, Prospero was everywhere all at once, causing havoc and lying to Big Mom about a new wedding cake just to save himself.

He never fights fairly and never stops talking, and his ultimate end in Wano is one of the most satisfying sights in the series.
The Glutton King
Wapol’s reign over the Drum Kingdom was nothing short of a disaster. He abandoned his kingdom when it was under siege, hoarded healthcare by exiling doctors other than his own personal medical team, and laughed at the suffering of his own people.
Duringthe reverie eventat Mariejois, Wapol saw how King Cobra’s murder unfolded in the throne room. In this vein, Wapol might actually matter because, if he finds the courage to share what he saw in the throne room, his name could be remembered for more than just a tyrant.

However, even with this new twist in his story, the hate does not just go away because Wapol represents a special kind of selfishness that would let people die rather than share resources.

The Coward Who Played God With People’s Lives
In Sabaody, Hawkins looked mysterious and intriguing because of his tarot reading and the aura of someone who seemed to know how fate unfolded. However, his Straw Straw devil fruit makes him the worst kind of pirate in the series.
He always feels untouchable, and his power makes him use people as shields. He makes dolls from the lives of his subordinates and enemies and fights without fear while letting others bleed for him.

As the final saga of One Piece looms closer, there is a likelihood that some characters will die before it ends.
If his cards tell him he will lose, he will jump ship, even if it means leaving his allies behind or letting them die. He believes he is superior to other people because of his devil fruit, but he is just a coward who never stood for anything worth remembering.
5Kanjuro Kurozumi
The Master Of Deception
Kanjuro was a member of the Akazaya Nine, who mourned and carried the legacy of Oden for over 20 years. However, to fulfill his legacy of vengeance as a member of the Kurozumi clan, he manipulated, betrayed, and thwarted the plans ofthe samuraiin Wano.
He is very calculative and never once slipped up while playing his part as Orochi’s mole, and when the samurai needed unity the most, he betrayed them in the worst way possible. Kanjuro betrayed Oden’s legacy, turned his back on people he used to call brothers, and nearly burned Wano to the ground, and he smiled like a psychopath while he dropped his final act.
4Hody Jones
A False Sense Of Power
The fishman is an embodiment of what happens to someone when rage becomes their entire identity. Hody Jones came from a generation that had a chance to rise in peace due to the likes of people such as Queen Otohime and Fisher Tiger, but he held on to the hatred Arlong preached to some of the fishmen people.
He nearly destroyed Fishman Island just to feel important and express his hatred for humans. Even though a small fraction of the cycle of hatred between fishmen and humans was buried that day because Jinbei donated his blood to Luffy, anytime I think back to Fishman Island, I mostly remember Hody’s empty speeches and meaningless rage.
Hody is nothing but a nihilist powered by hate, and the fact that he killed Queen Otohime to pursue his empty ambitions puts him on my list of one of the most hated characters in the series.
3Vinsmoke Judge
A Father In Name, A Tyrant In Practice
Judge is a brilliant scientist who altered the DNA of his children to create perfect, emotionless soldiers, and when Sanji was born normal, he abused him. The youngSanji loved cookingbut was locked away like a failed experiment, beaten by his siblings, and Judge also participated in the torture.
In his bid to strengthen his empire, he sacrificed his son’s freedom by marrying him to Big Mom’s daughter. He is a father who had a choice, but he chose cruelty; so far, it will preserve his empire.
Even though Sanji saved him and his siblings on Whole Cake Island, he still could not apologize or thank Sanji. He chose silence and pride till the end.
A Justice That Leaves Only Death
The Fleet Admiral of the Marines believed in absolute justice and that anyone who questions the World Government deserves to burn. He carried out the most unforgivable act of killing Ace and nearly killing Luffy during the Marineford War.
He fought Aokiji, his fellow admiral, because he refused to let anyone lead the marines with a more compassionate hand. He is just the lapdog of the world government, who values order and absolute justice over doing the right thing.
I am sure that many fans are waiting for his final reckoning to come so that he can face true justice.
The Face Of Corruption
If I had to name a character in the series that I hate for merely existing, Charlos would be at the top of the list. He is the face of everything we are supposed to hate about Celestial Dragons.
He weaponized his privilege as a noble to destroy, oppress, and enslave people anyhow he liked, without any consequences. Even though the rest of the Celestial Dragons are like him, he plays a major role in displaying the hypocrisy of the government.
When Luffy punched him in the face, it was one of the most satisfying moments in the series, but the fact that he kept surviving and grinning made the hatred for him deeper.
