Despite his stint as a villain, his role is left uncharted in the series. And there’s more to it.

His connections with theWorld Governmentmake him a formidable threat. Especially with his knowledge and dealings with them. As a former noble, Doflamingo is said to have intel on the Gorosei through his inner dealings.
The World Government’s lies and corruption are being exposed gradually. From the Oharan massacre to Vegapunk’s assassination, the series is unmasking the organization’s crimes. And Doflamingo has a bigger role to play.
