Rosalind Myers is the current president of NUSA and the character players will need to rescue as soon as they enter Dog Town for the first time. A former Marine, she is a hardened veteran and the definition of a mover and shaker of Night City.

3Kurt Hansen - Eliah Mountjoy
The ruler of Dog Town, Kurt Hansen, is a former NUSA Colonel who has taken up the mantle of gang leader in the wake of the war. Ruthless and unforgiving, he uses Barghest, his gang, to control the area of Dog Town.
Eliah Mountjoy voices Kurt Hansen in the DLC. He is a well-known voice actor and a known entity in the world of gaming VAs. Most notably, he has had major roles inOctopath Traveller 2,WWE 2K23, and Ninja Must Die.

A tie-in to theCyberpunk: Edgerunnersanime, Stella Ramos is the elder sister of Sasha, one of the major characters in the anime. She gives V a job to do in Phantom Liberty, and even though her quest doesn’t affect the overall outcome at the end of the DLC, it adds to the immersion.
Suzi Hunter is a relatively unknown voice actor in the industry. Her only known credits are as Knight Flora in Alisa and as Debra in Stay Out of the House.
1Solomon Reed - Idris Elba
Solomon Reed is a sleeper FIA agent for NUSA whose current task is to create and maintain a network of spies in Dog Town for the government to eventually call upon. Clinical in his process, Solomon Reed doesn’t let inconveniences like morals affect his judgment and is as cold-hearted as they come.
Idris Elba serves as the voice for Solomon Reed in Phantom Liberty. Though he has voice-acted in movies before, this will be his first venture into the world of games. He is most known for his roles inThor, Luther, The Wire, The Office,Zootopia, and dozens more.
